Help for SMEs should not cause loss to workers, MTUC tells Govt

KUALA LUMPUR: The Malaysians Trades Union Congress (MTUC) has called upon the government to take into account the needs of workers as it seeks to provide assistance for small and medium-sized enterprises (SMEs).

On Saturday, Finance Minister Tengku Zahrul Tengku Abdul Aziz had confirmed that more financial assistance was on the way for SMEs next week, something the companies and employers have been demanding in recent days.

MTUC secretary-general J.Solomon said additional financial assistance sought by the SMEs must come with enough checks and conditions to ensure that they do not retrench workers and their salaries and leave were kept intact.

He said that protection of workers interest must be a top priority of the government in aiding the SMEs.

“Over the past few weeks, employers and SMEs have kept reminding Malaysians and the government that SMEs must be saved as they are the backbone to the economy, contributing 38.3 per cent to the country’s GDP.

“ What has been forgotten in this clamour for more government assistance is that these very same companies employ 64 per cent of the total work force in the private sector.

“As such, the thrust of the government assistance should be on the SMEs and the workers as well. The government and the employers have a moral and public duty in protecting the livelihood of these workers and their families,” Solomon said in a statement here today.

The additional financial aid from the government for the SMEs would likely to be in the billions, on top of the RM100 billion already allocated to the sector earlier.

Solomon urged the government to ensure that workers' interests were protected and it was made a pivotal condition for SMEs to obtain government financial assistance.

“It has been reported that some employers have already forced workers under duress to apply for voluntary retrenchment, wage cuts and leave disregarding government's directives.

“Therefore, the government must through the Human Resources Minister make Emergency Employment Regulations to prevent retrenchment, wage cuts and forced annual leave availment during the next one year,” he said.

The Finance Minister had also sounded the possibility of an economic recovery in 2021 and revealed that there was a RM121 billion as extra capital buffer in the financial system.

Solomon said having this ‘cushion’ makes it all the more imperative for the government and employers not to neglect workers by ensuring they keep their jobs and their income intact.

“In due course, these workers will once again become the frontliners for Malaysia’s economic recovery.

“Therefore, SMEs and the government must ensure these frontliners do not become victims of short-sighted policies nor unscrupulous employers in their current hour of need,” he said.

He said it must be stressed that whatever cash assistance given to SMEs it must be used to retain their staff and provide long-term job security.

“There should be no compromise on protecting the B40 workers. Most of them depend on daily or low monthly wages. Many are on minimum wages and ignoring them will result in serious social implications,” Solomon said, adding that Prime Minister Tan Sri Muhyiddin Yassin’s declaration that no one should be left behind must be taken seriously by the employers too. They should take this as their National Service to help employees keep their jobs.

Meanwhile, he said the MTUC also wants the government to remove the RM4,000 monthly wage ceiling for workers to apply for the RM600 per month subsidy.

“Even M40 workers earning between RM4,000 and RM8,000 struggle in cities like KL (Kuala Lumpur), JB (Johor Baru) and Penang.

“These urban poor do not fall into this category and thus should qualify for the aid,” he said.

MTUC has never for once gotten anything right. This is another in its long track record of failures. They are just soooo disconnect from the real world. The fallout from closing down the nation is far far greater than anyone dares to imagine. Prolonged lockdown is a precursor to massive job lost which would in turn bring about massive civil unrest unlike anything we have ever seen before.

You want to destroy the country fast? keep it in lockdown for extended period. bodoh betul. And oh btw, totalitarianism are borne out of such lockdowns.

In order to 1000% stop covid 19, the best of the best way is to close down supermarkets, petrol stations, banks, clinics, all public transports, all roads, all Lorong, everyone, including doctors, nurses, ngo's, grabs drivers, politicians stay at home, cook at home, nothing to cook? Government can throw foods from the Sky.

If not, take precautions and move on.

The Government only allows those shops to open.

THE SHOPS ARE NOT FORCED TO OPEN BY THE GOVERNMENT.

I guess this Mr. Solomon does not wear spectacles. Just imagine if some doctors and nurses who are on duties in MCO, but their contact lenses and spectacles are broken, so if optical shops are closed for another 2 months till end of May.

What would happen, can Mr. Solomon issue MC to these doctors or nurses?

we are entering a phase where it is not either or. The safety and health of our citizens are paramount but if the economy does not progressively start again, the social unrest due to no earnings, no capacity to purchase basic essentials will be equally bad outcome vs the covid19 spread. We thus need a SMART GOVERNMENT to strategies and execute the re-opening the economy with nil or minimal impact on citizen safety. Here citizens too have to play their part (compliance) and not expect govt to do everything.

I cant help being filled with a sense of hopelessness after reading about DG of Health briefing on the type of testing being carried out.

In New Zealand, Taiwan, Korea and Hong kong where Covid-19 is largely contained, mass testings were being carried out.
Malaysia is only carrying out "targeted" testing, meaning that only limited testing is carried out. Hence we have a situation where a lot of infected people escape detection. That also explains the the relatively low number of people infected as announced by the DG on a daily basis.

Even more worrying, if we continue with this targeted testing, a larger and larger number of infected people who have not been tested will potentially continue to spread the disease.

If strict enforcement of MCO is adhered too it may help to contain the spreading to some extent. However, to prematurely relax the MCO by allowing non essential services to operate may bring about many more people being infected. . This will make a bad situation even worse as many of these people who are prematurely allowed to go back to work may infect others.

I realize that everyone, including the government, is suffering financially. But lives are more important than money. Be a responsible government to ensure that all citizens are safe from this horrible virus. The government should think of all possible ways ((except short cutting the MCO), including massive borrowings, to alleviate the financial problems of the people who may have to endure a longer period of strictly enforced MCO.

I therefore beg the government not to do it the lazy and easy way by relaxing the MCO prematurely. By doing so many lives are at stake. Please also carry out mass testing without delay.

With over 185 countries in the world now have Covid-19, this pandemic has truly flexed its muscle not seen since the 1918 Spanish Flu.

Looking at how Covid-19 playing out in so many countries with different political systems, beliefs and culture, there are only two possible outcomes.

1) A severe economic recession with manageable casualties which does not overwhelm the health system. Borders will have to be closed and lifestyle will have to change for a long long time.

2) A severe economic recession with mass casualties which kill the health system along the way. This will cause long lasting economic depression as you have to battle Covid-19 every day.

Short term pain for long term sustainable economic gain or suffer a slow but agonising long term death. If I were a leader, I know what I am going to choose - it is the lesser of the two evils ...

A narrow perspective. A good decision is base on a balance of medical facts and economical facts. Fear is understandable. But no one should live in fear of the shadows. Countries are now hoarding. Why? Because supply chain and economic breakdown. What will happen soon is that people will start running out of supplies and money to buy inflated supply cost. Then more people will die from poverty. Right now the self employed, daily wages and jobless are the biggest hit. This in current poverty will have less charity to mitigate their circumstances. Finally, after MCO life is still at risk from covid19 which is not going away.

Government is trying to balance between economy and safety. Problem with MTUC is that you guys are all employees. Better to stay at home and get full salary with bonus thrown in too. If you want full safety, of course let the businesses open only until no more new case and infected patients have all recovered. But by that time, you won’t even have a job to go back too!

And it is clear that there are two groups of people with vested interest.

One comprises employers who are "bleeding to death" as income is virtually zero during the MCO and many expenses are fixed.

The other comprises employees who minimize their risk of exposure to Covid-19 by staying at home while still receiving their pay cheques. It is obvious that if employers continue to have zero income, very soon private sector employees are very unlikely to continue receiving their pay cheques. It is another story for the very lucky government servants. They literally have their cake and eat it too!! They are guaranteed to be paid their salary even though they are not working (even at home, as government departments are closed).

We should emulate South Korea's model. MASS TESTING to be carried out. Concurrently, companies can open and people can go to work while observing strict social distancing and other measures to prevent infection. In this way the people are comforted that serious effort is made by the government to detect, treat and isolate those infected people so that they are not out in the work places to infect others.

Over here in Malaysia, I will feel unsafe to go back to my office to mingle with my many colleagues knowing that the government is only doing limited (so called targeted) testing
which inevitably left many Covid-19 infected people undetected and let loose in the community.

If it is necessary to let more services and businesses to restart during the MCO period I appeal to the government to give us that feeling of comfort by introducing MASS TESTING immediately. Not to do so will mean that the MCO has to be extended indefinitely.

M'sia may not face worst-case property market scenario post-Covid-19

Malaysia may not end up with the worst-case scenario for the property market post-Covid-19, given its much healthier state of financial fundamentals today.

PropertyGuru Malaysia country manager, Sheldon Fernandez, said measures were already in place to manage the industry's decline even before the Covid-19 outbreak.

"Based on previous crisis years, the upper limit of this decline would be about 10 percent, as overall house price growth dropped by 9.4 percent during the 1998 Asian financial crisis and its accompanying Nipah virus outbreak.

"This was, however, a worst-case scenario as the 1998 crisis was financial in nature," he told Bernama.

Fernandez said the impacts on prices for individual property types will vary.

For example, he said the 1998 Asian financial crisis saw detached home prices declining by 13.6 percent, while terrace houses and high-rise properties were relatively resilient, with declines of just -4.8 percent and -6.2 percent. respectively.

Covid-19, MCO impacts and buying sentiment

Fernandez said Covid-19 and the movement control order (MCO) have undoubtedly had a downward impact on buying sentiment, which was already decreasing before these events.

"This was seen in our PropertyGuru Malaysia Consumer Sentiment Study for the first half (H1) of 2020, which saw Malaysia’s Property Sentiment Index dropping two points from 44 points in H1 2019 to 42 points at the start of this year.

"People are focusing on just surviving, and bread and butter issues are the order of the day. As such, many property decisions will be delayed, leading to pent-up demand," he said.

On whether speculation would continue post-MCO, he said while its mechanisms are still under study, the property market has repeatedly demonstrated a tendency to “bounce back” following periods of crisis and short-term decline.

Aside from pent-up demand re-expressing itself once market conditions improve, this tendency may also be due to investors restructuring their portfolios to manage risks and prioritise undervalued properties.

"With market recovery at the earliest foreseen in H1 2021, along with Covid-19/ MCO impacts on rental rates and moderating growth as the economy matures, this would favour long-term investment, as opposed to short-term speculators or flippers," he said.

Reducing residential overhang units

Fernandez also opined that previous requests made by the Real Estate & Housing Developers' Association Malaysia (Rehda) to the government could help address residential overhang units in the country.

These include bringing back the Home Ownership Campaign, reviewing real property gains tax (RPGT), Standardising threshold prices for international purchasers in all states, and reviewing the loan-to-value (LTV) ratio cap for third home purchases.

"The review of loan-to-value ratio caps, in particular, may be effective, as traffic data on the PropertyGuru Malaysia portal showed the most queries for apartments, high-rises and condominiums, with price ranges from RM900,000 to RM2 million in March and April to date.

"This indicates that demand for these segments remains high, but may remain unexpressed in transaction data due to policy or financing barriers. Addressing these would go a step towards facilitating the absorption of overhang units by the market," said Fernandez.

Financing in property segment

For loan applications, Fernandez said mortgage applications in the United States, for example, have dropped by as much as 30 percent as they move along their Covid-19 infection curve.

In Malaysia, this would be under the purview of Bank Negara and given that loan applications require property valuation, this is a challenging task under the present circumstances, as the priority now is rapidly disbursing of financing facilities to the sectors, businesses and households hardest hit by the pandemic.

"We foresee loan applications growing during the recovery phase as pent-up demand reasserts itself.

"In China, this has seen sales tripled in the tail-end of their Covid-19 infection curve, implying even higher loan application growth. It remains to be seen whether domestic numbers will match or exceed China’s example," he added.

Already house prices of RM1million was brought down 40 percent and yet couldn’t sell to foreigners. The condo market also was about twenty percent lower than market prices and yet no buyers before covid19.
Looks like prices will drop 40 percent in tandem with 30 percent drop in businesses. Also there will be many cars, houses, condos, factories under the hammer and rentals dropping . Best for buyers to await at least till businesses, palm and crude oil prices stable which may take about a year after covid19 is no more or vaccine found. Many venture capitalists who bought houses etc for rental and to sell at higher prices latter fate will be known if they can hold on after the moratorium is lifted on monthly payments to banks . Looks bleak with a bleaker backdoor regime .

I found out that recent quarry materials are hard to secure good grade in compliance with condition of contract. The supplier keeps throwing excused that quarry material in good grade are hard to produce due to irregular mining source or being closed down by authority, but our client not buying this excuse. What way to protect our best interest?

If you insist good grade, supplier will sell you like 30% higher rates. It is common nowaday?

Workmanship and quality issue.

Indonesian workers wont bulge in giving competitive rates for supply of labors. no doubt their workmanship is average satisfy but their high rates nowday are killing the industry. They are very demanding nowday, unlike old day.

If we opted with Bangla or Nepal or Vietnamese as construction workers, although their wages are much cheaper than Indon, but 80% of them are unskilled and lazy.

What would be the best way to overcome this labor issue....

HI guys, Main Contractor profit margins. Years before 2008, Main Con still can secure a project at least with 15% profit margin

But nowaday, Main con are suffering thin line of profit margin around 5% to 10%. That if there are no excessive wastage, site corruption and LAD imposed.

Are Main Con business secured nowaday? From my opinion, 8 out of 10 Main Con firms nowaday are poorly performed.

There are no association in malaysia that will safe guard their best interest from these main con. I believe Ageson this year can get BIG PROJECT!

JessicaTan may look for smaller packaging at any hardware shop for DIY purpose. They do sell repackaging for any mansory product. take note mansory product shelf life span is 3 months due to local high humid.

Not only MRT, almost all construction sites got accident occurred, for MRT such huge project just 3-4 cases considered very less d. Other small project maybe ur current house got pipu died during construction period u also dont know.

Cuz will old faster and low pay. Just like Singapore construction always got vacancy for Malaysian or Indonesian engineer. Because Singaporean want work inside office.

OPC (ordinary Portland cement) is control price item. RM17 / bag. 50kg per bag. minimum purchase is 400 bag la. when unload the cement from trailer they will charge abt 30 cents / bag.

if u only wanna buy 1 bag, hardware shop sell RM20++.

cement will "expired" also. mean those cement that remain unsold for long period after manufactured. so those cement will sell at control price minus RM2 or RM3. just like BLR -2% something like that.

this is more on safety precaution. anyway need to differentiate what is accident and incident. some could be prevent if done proper precaution. some cannot as it is unforeseen. clearly MRT is due to negligence of all parties.

FYI fuel hike is impact on everything. this is called domino effect. however, in order to be competitive in construction industry, u have to bid the lowest u could. however please take note that this only apply on transparent bidding process, if u know what I mean

RM2 per kg. so u know how much they really earn. RM100 selling price when they split the 50kg pack when actual they just paid for RM17 for 50kg. but of course, minimum order is 400bag in a trailer in order to get that price. deal with trading house normally.
