iwh is an interesting case. Lim has strong connections with China Railway and BN. the HSR lobbying is ongoing. Lim needs to address the funding issue and also the Bandar Malaysia ( world's biggest underground shopping mall )

Quek is a shrewd investor. He need hard evidence before sinking in his own money ( not HL Bank ) for the funding. BN at this poit of time is agreeable to most proposal except putting up money. Lim is testing his ground and working behind the scene. Different working options (nothing is finalised )

Felda settlers are sitting right on top 45-50 Parliament seats and maybe 70-85 state seats. this are the fixed deposit seats fir BN (Najib). if PNB outright take over FGV and felda Koperasi . settlers no longer indebted to the present day government.

Politically more viable for the government of the day to dish out so called goodies and subsidies to the settlers and make them indebted) this is my view why after 55 years after independence. the settlers are still segregrated into settlers , Koperasi, Felda, Risda, Yayasan etc.

A clear case is the collaspe of Lehman, Baring and other old investment banks. Even the old British icon Standard Chartered , HSBC , WestPac has lost their presence in the Asian countries where they once hold the monopoly. THis is what we called shift in balance of power ( where once the mighty British and Americians are beginning to feel they are playing second fiddle ). THe DCA normally operate under the Transport and MOF funds provided for. most likely reduction came in their revision budget cuts.
