Just because we can, doesn’t mean we should

I was recently quoted in the media that the government cannot compel banks to give a blanket moratorium, and this was subsequently taken out of context by opportunistic quarters promoting their populist agenda. To clarify, under the Central Bank of Malaysia Act 2009 (CBA) and the Financial Services Act 2013 (FSA), the Minister of Finance does not have the authority to instruct the banks to give an automatic moratorium. Further, under the current Emergency (Essential Powers) Ordinance 2021, any new legislation has to be approved by Cabinet and then presented to the Yang Dipertuan Agong for His Royal Highness’ assent.

Section 4 of the Emergency Ordinance confers powers to the government to acquire and mobilise any resources necessary for public good, but Section 5 clearly stipulates that any compulsory measure by the government must be matched by a compensation to the party that has yielded its resources. In short, this cannot be done at zero cost to the government.

But just because we can, does that mean we should? Repeating the blanket moratorium also means that the government may need to significantly compensate banks for a measure that was not even necessary in the first place.

Banks are undervalued ....when economy picks up post CV they will show tremendous growth banks in US and Europe have already outperformed

No need to refer to local analysts ...look how the banks are performing as an asset class elsewhere ....look back at 2010 ....have bias towards Banks leisure like Genting, Airlines, hotels and engineering and defence

We are still going through FMCO, of course banks are undervalued. When vaccination covers 50% of the targeted population in August, and daily C19 comes down to below 3000, is the time they fly.

Many agencies, associations, etc., are requesting for another moratorium, stimulus funding, etc. Will bank profit margins be compressed ?

HSBC is a U.K. listed bank that makes 87% of its profits from HK and China and has been looking to restructure and pull from its 120-140 country operations. Rumour has it may relocate to HK. It’s share price has been under pressure for some years now….and looking to rationalise it business strategy by reducing or pulling out of unprofitable locations.

As the economy recovers and GDP grows the beneficiaries are Banks ….all the world banks have made good recovery post Covid…and there is plenty to go and is a favoured asset allocation. International investment will return to malaysian banks…why CIMB was hit hard by corporate failures in Singapore and bank made some conservative bad debt provisions…CIMB of all malaysian banks has most to recover …with 2-4 view which could take it back to high 6-700 ringit mark…

1 month of lockdown and nothing has changed covid wise...now most probably another useless extension to this so callled full lockdown. The future isnt bright in the near term ladies and gentlemen. More pressure from various parties to impose moratoriums. Long term no issue la but short term is a bit scary

I dont know why the current government is still gaining support from the rakyat. They r obviously incompetant in running the country. The pandemic has been here when they gained power through tebuk atap and after 16 months, nothing has changed, improved nor they even have any clue to resolve tye situation. What NRP phase 1 remain in force till the conditions met? Is that how they run a country? What is actually in their mind?

pekerjaan dan tiada lagi dokumentasi yang perlu dikemukakan untuk
permohonan. Anda Cuma perlu memohon dan kelulusan akan diberikan secara
automatik. Kemudahan ini juga ditawarkan kepada pengusaha PKS yang terjejas
tertakluk kepada semakan dan kelulusan pihak bank. Permohonan akan dibuka
pada 7 Julai 2021. Peminjam hanya perlu memohon dan menandatangani
perjanjian pindaan syarat-syarat pinjaman yang berkaitan.

Moratorium, Interest deferred its not free. So bottom line will be slightly affected due to slow cash flow, but it will not affect NTA, or even P&L much.
