IATA Calls for Passenger Face Covering and Crew Masks

Geneva - The International Air Transport Association (IATA) supports the wearing of face coverings for passengers and masks for crew while on board aircraft as a critical part of a layered approach to biosecurity to be implemented temporarily when people return to traveling by air. IATA does not support mandating social distancing measures that would leave ‘middle seats’ empty.

Evidence suggests that the risk of transmission on board aircraft is low. Mask-wearing by passengers and crew will reduce the already low risk, while avoiding the dramatic cost increases to air travel that onboard social distancing measures would bring.

“The safety of passengers and crew is paramount. The aviation industry is working with governments to re-start flying when this can be done safely. Evidence suggests that the risk of transmission on board aircraft is low. And we will take measures—such as the wearing of face coverings by passengers and masks by crew—to add extra layers of protection. We must arrive at a solution that gives passengers the confidence to fly and keeps the cost of flying affordable. One without the other will have no lasting benefit,” said Alexandre de Juniac, IATA’s Director General and CEO.

Measures to Reduce the already low risk of onboard transmission

IATA recommends mandatory face-coverings for passengers and masks for crew as one of several actions to reduce the already low risk of contracting COVID-19 on board aircraft.

In addition to face coverings, these layers of temporary biosecurity measures being proposed include:

Temperature screening of passengers, airport workers and travelers,
Boarding and deplaning processes that reduce contact with other passengers or crew,
Limiting movement within the cabin during flight,
More frequent and deeper cabin cleaning; and
Simplified catering procedures that lower crew movement and interaction with passengers.
When proven and available at scale, testing for COVID-19 or immunity passports could also be included as temporary biosecurity measures.

IATA does not recommend restricting the use of the ‘middle seat’ to create social distancing while onboard aircraft.

Evidence, although limited, suggests that, the risk of virus transmission on board aircraft is low even without special measures.

There are several plausible reasons why COVID-19, which is spread primarily by respiratory droplets, has not resulted in more on-board transmission, and is different from other modes of public transport:

Passengers face forward with limited face-to-face interactions
Seats provide a barrier to transmission forward to aft in the cabin
Air flow from ceiling to floor further reduces the potential for transmission forward or aft in the cabin, moreover, air flow rates are high and not conducive to droplet spread in the same way as in other indoor environments
High Efficiency Particulate Air (HEPA) filters on modern aircraft clean cabin air to operating theatre quality, further assisted by high levels of fresh air circulation
Moreover, even if implemented keeping the ‘middle seat’ open will not provide the recommended separation for social distancing to be effective. Most authorities recommend 1m-2m while the average seat width is less than 50 cm.

“The cabin environment naturally makes transmission of viruses difficult for a variety of reasons. That helps explain why we have seen little evidence of onboard transmission. In the immediate term, our aim is to make the cabin environment even safer with effective measures so that passengers and crew can return to travel with confidence. Screening, face coverings and masks are among the many layers of measures that we are recommending. Leaving the middle seat empty, however, is not,” said de Juniac.

The long-term solutions for COVID-19 depend on medical science.

“We need a vaccine, an immunity passport or an effective COVID-19 test that can be administered at scale. Work on all of these is promising. But none will be realized before we will need to re-start the industry. That’s why we must be ready with a series of proven measures, the combination of which will reduce the already low risk of inflight transmission. And we must be careful not to hard-wire any solution so we can be quick in adopting more efficient measures as they will undoubtedly become available,” said de Juniac

Economic Impact

Calls for social distancing measures on aircraft would fundamentally shift the economics of aviation by slashing the maximum load factor to 62%. That is well below the average industry breakeven load factor of 77%.

With fewer seats to sell, unit costs would rise sharply. Compared to 2019, air fares would need to go up dramatically—between 43% and 54% depending on the region—just to break even.

“Airlines are fighting for their survival. Eliminating the middle seat will raise costs. If that can be offset that with higher fares, the era of affordable travel will come to an end. On the other hand, if airlines can’t recoup the costs in higher fares, airlines will go bust. Neither is a good option when the world will need strong connectivity to help kick-start the recovery from COVID-19’s economic devastation,”

In an aircraft carrying hundreds in a confined space, no need social distancing! In a coffee shop, relatively open space, only 20+ people, social distancing has to be enforced. Doesn't sound logical.

If this statement come out from PH minister, sure Wee will issue statement until morning. Please don't be lazy after become Minister. A lot of nonsense. Just blindly follow the standards of IATA without distilling the rationale.

Looks like the MOH and Transport Ministry are both going on opposite extremes. Health DG says to avoid close conversation. Mr Wee says no need social distancing on flights. In airplanes ppl literally sit beside each other. No gaps in between unless ppl opt for business or first class. And the flight duration can be from an hour to many hours.

And then we have our NSC sending SMS yesterday stating “ Khas PDRM akan memantau pematuhan SOP premis perniagaan & kawasan awam sepanjang PKPP. Mereka yang ingkar akan dikenakan tindakan.“ Reminding the whole nation anybody who doesn’t follow the SOPs will face action by the police.

And we also have the MOE who has been alluding to the reopening of schools since CMCO, 4 May and that 14 days’ notice will be given. Preschools and daycares have moved well on and opened on 18 May - good for them. The toddlers and children in those age brackets are fine and healthy after nearly a month. Moving along at turtle speed, our MOE announced yesterday SPM, SVM, STPM & STAM on 24 June. The final years of secondary school only have the opportunity to return to school. No recovery plan announced yet on the younger students down to Primary 1.

The million dollar question is why aren’t students allowed to go back to school? Given there is no scientific data by WHO to prove that children are vulnerable- which probably explains why toddlers and preschoolers can enjoy themselves at daycare centres & preschools now. Can’t figure out how to implement school reopening perhaps? MOE is surely not stalling school reopening till such time the vaccine is found. Fact: Schoolgoing children have been to school for slightly over 2 months this year, after factoring the CNY break. MOE & Health DG need to publicly address the gaps caused by children missing out on academic learning and have been deprived of healthy social interaction with their teachers & peers, strain on teachers and parents for 3 months. Instead of pretending the issues are not there.

The govt shd be consistent in their policies.

If someone unable to go and work oversea due to unfound SOP. Very confusing. Same car, bus,taxi,Grab and train ok. Airplane cannot. Airplane cabin pressurized so all passenger confined,even one row one passenger. Semua otak udang cakap pun tak logic.

The new guideline of not requiring social distancing in public transport is a big joke for all other places and services which require strict social distancing. What is the point of lining up deligently at the supermarket with at least 1m away from others when you can pack yourself in a crowded train. The policy makers must have lost their mind!! It looks like the MOH has been forced to ageed on such policy for the interest of some GLC companies.

Not required for airlines ,transport industry ,BUT compulsory for cinemas, malls ,supermarkets !places of worship.SOP you call this.rubbish it is all just to hoodwink the people and feel important.and coming out on tv today this tomorrow that .
What about schools WEE.

Yes,One can only hazard a guess at the prime rationale - economics. Keep people from flying and most airline businesses will soon be damaged beyond repair. It's already real bad. Same with other public transporters. The new SOP requires temperature checks, use of face masks, hand sanitizers which are deterrents to coronavirus spread. Also contact tracing apps for easier tracing. You can remain fearful of the virus for only so long for at some point, you have to open up the economy. Or, lose jobs and industries wholesale which is worse for many people. The virus is not beaten but is down. The question is, are this risk worth taking? A judgement call; so, do not be too harsh on new govt.

Covid-19 weekly round-up: Recovery rate exceeds 80%

This is a round-up of Covid-19 related matters in Malaysia and globally from June 6 up to 12.30pm today. In Malaysia, case numbers have exceeded 8,000 and globally, the virus has infected more than seven million people and caused over 400,000 deaths. More than 200 countries and territories are affected by the pandemic.

KUALA LUMPUR (June 12): New confirmed Covid-19 cases hovered around single and double digits from Saturday (June 6) till yesterday, with the lowest number since the enforcement of the Movement Control Order in March being two on Wednesday.

The daily new infections reported this week mainly involved non-Malaysians and imported cases.

Out of the 31 new cases reported over the 24-hour period up to noon yesterday, 11 were imported involving Malaysian students returning from Egypt while the remaining 20 were local transmissions comprising 19 non-citizens and a Malaysian.

At his daily press conference yesterday, Health director-general Datuk Dr Noor Hisham Abdullah said the 11 students were tested positive for Covid-19 after a second sample was taken from them.

He said between April 3 and June 11, a total of 566 Malaysian returnees from abroad were confirmed Covid-19 positive.

He also said that Malaysia will only declare itself Covid-19 free after recording zero infection for 28 days straight.

As of noon yesterday, the cumulative number of Covid-19 cases in Malaysia stood at 8,369. Fifty-one patients were discharged, bringing the total number of recovered cases to 7,065 or 84.4% of total cases. On Tuesday, 281 patients were discharged — the highest number of recoveries recorded in a single day.

The number of Covid-19 active cases now stood at 1,186. Only five patients are in intensive care units with none requiring ventilators. The death toll remained at 118 as no fatality was reported yesterday.

For the record, the nation recorded single-digit new cases over three days this week — seven on Monday, seven on Tuesday and two on Wednesday.

RECOVERY MOVEMENT CONTROL ORDER

In a special live televised address on June 7, Prime Minister Tan Sri Muhyiddin Yassin announced the Recovery Movement Control Order (RMCO), which will replace the Conditional MCO (May 4-June 9).

Dr Noor Hisham has said that Malaysia has now entered the recovery phase and RMCO will allow the nation to prepare itself for the Covid-19 exit strategy.

Pointing out that the RMCO period will be a true test of the level of social responsibility and self-discipline among the people, he hoped it would succeed in breaking the chain of infection.

Most activities in the economic, social, education and religious sectors have been given the green light to resume fully under RMCO, subject to compliance with standard operating procedures (SOPs) set by the government.

Reiterating that the public should abide by the conditions set under RMCO, Dr Noor Hisham said people in high-risk categories such as babies, children, senior citizens and people with disabilities must be protected, and social distancing must be observed.

He said the RMCO will only be a success if all parties comply with the SOPs and if there is community involvement in observing the new normal as a way of life.

“We have to protect our own selves, our families, our community and our nation. If we don’t, who will,” he said.

Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob, meanwhile, told a press conference on Wednesday that the army will continue to help the police to conduct operations to monitor SOP-compliance.

Also involved in the operations are RELA members, the Malaysian Maritime Enforcement Agency and local authorities.

As interstate travel is allowed under RMCO, their operations will shift from highway checks to monitoring business premises such as wet markets and night markets.

GLOBAL SCENARIO

World Health Organisation (WHO) director-general Dr Tedros Adhanom Ghebreyesus, in a media briefing on June 8, said although Covid-19 transmissions are on a downward trend in Europe, he was worried about the situation in other parts of the world.

He said on June 7 alone, 136,000 new cases were reported worldwide with nearly 75% of them concentrated in 10 countries in the North American and South American continents.

Several countries in Africa are still experiencing a hike in Covid-19 cases and some have reported outbreaks in new geographical areas. A rise in cases has also been reported in Eastern Europe and the Middle East.

As for nations that have recorded declining infection rates and are on the verge of recovery, Dr Tedros said they should not take things easy as their populations can still be infected by the coronavirus.

GLOBAL STATISTICS

According to CoronaTracker (which cites figures from various agencies including WHO), total Covid-19 cases worldwide stood at 7,596,987 and deaths 423,844 as at the time of writing this article. The number of people who have recovered stood at 3,841,493.

The United States heads the list of nations with the highest number of Covid-19 infections with 2,089,701 cases and 116,034 deaths.

At number two is Brazil with 805,649 cases and 41,058 fatalities, followed by Russia with 502,436 cases and 6,358 deaths and India with 298,283 cases and 8,501 deaths.

Other nations that have recorded more than 100,000 cases are the United Kingdom with 291,409 (41,279 deaths), Spain 289,360 (27,136), Italy 236,142 (34,167), Peru 214,788 (6,109), Germany 186,795 (8,851), Iran 180,156 (8,584), Turkey 174,023 (4,763), France 155,561 (29,346), Chile 154,092 (2,648), Mexico 133,974 (15,944), Pakistan 125,933 (2,463) and Saudi Arabia 116,021 (857).

Meanwhile, China, where the Covid-19 outbreak was first reported at end-December 2019, is now on the 18th spot with 83,064 cases and 4,634 fatalities.

Other countries with substantial cases include: Canada 97,530 cases (7,994 deaths), Bangladesh 78,502 (1,049), Qatar 75,071 (69), Belgium 59,711 (9,636) and South Africa 58,568 (1,284).

In Southeast Asia, Singapore has the highest number with 39,387 cases and 25 fatalities, followed by Indonesia 34,316 (1,959), Philippines 24,175 (1,036), Thailand 3,125 (58), Vietnam 332 cases (0), Myanmar 260 (six), Brunei 141 (two), Cambodia 126 (0) and Laos 19 (0).

COVID-19 BACKGROUND

According to the WHO website, its China country office was informed of cases of pneumonia that were detected in Wuhan on Dec 31, 2019. On Jan 7, the Chinese authorities confirmed that the novel coronavirus can be transmitted from human to human.

Coronaviruses are a large family of viruses that cause illnesses ranging from the common cold to more severe diseases such as Severe Acute Respiratory Syndrome (SARS) and Middle East Respiratory Syndrome (MERS-COV).

A study of the virus’ genetic sequence suggested similarities to that seen in snakes and bats. China health officials identified the Huanan Seafood Market in Wuhan as the source of the transmission of the coronavirus.

On Feb 11, WHO announced the official name of the virus, Covid-19, which is an acronym for coronavirus 2019 — CO stands for corona, VI for virus and D for disease.

On Jan 30, WHO declared the coronavirus outbreak as a global emergency. By then, it had spread to 18 countries and caused 170 deaths. On March 11, Covid-19 was declared a pandemic by WHO.

WHO has described the Covid-19 outbreak as 10 times more dangerous than the A H1N1 Influenza, also known as Swine Flu.

Swine Flu, which occurred between January 2009 and August 2010, infected more than 1.6 million people and caused 18,449 fatalities.

The International Monetary Fund has warned that the global economic recession caused by the Covid-19 pandemic will be worse than the Great Depression of the 1930s.
