Closed at 2.03 today is good enough for the technical chart of YTLPower to be bullish.
The share price closed above 2.01 which is the 20-day EMA line.
Hope to see a bull market after this 2024 budget day.
Hope to see a year end rally in 2023.
We haven't seen a bull market in KLSE for a long time.

CGS-CIMB report on Utilities sector:

YTLPOWER target price: RM2.40

Overall, we view the measures announced under 2024 Budget positively for the Malaysian

Utilities space as it emphasises the government's commitment to achieving the goals set
out in the NETR, a key driver of growth for the sector. We expect these announcements to
serve as a stepping stone for additional initiatives to be unveiled in the coming months,
including the setting up of an energy exchange and a single market aggregator. Our sector
top picks are Tenaga (a key beneficiary of NETR) and Malakoff (a sector laggard) while we
also like YTL Power for its unique green energy data centre in Johor and new prospects in
bioenergy.

Maybank research in a note this morning reported that
"Sizeable Government and financial institutions fundings. The MYR2b funding by the Government was earlier announced during the launch of the NETR 2nd phase in Aug 2023. We understand that it will be a seed fund to finance energy transition projects that are marginally bankable or yielding below-market returns e.g. in the electric vehicle (EV) value chain, hydrogen as well as carbon capture, utilisation and storage (CCUS) technologies. Meanwhile, financing funds of MYR200b from the financial institutions would support the 10 flagship catalyst projects of the National Energy Transition Roadmap (NETR)."

The RM200bn funds from the financial institutions will help tremendously to push forward the renewable energy projects, particularly the massive solar power plans (new 7,000MW projects till 2030). Hopefully the government / Energy Commission will soon roll out new large scale solar power tenders for private developers like YTL Power & Malakoff to participate. The government cannot rely 100% on Tenaga Nasional to install all the solar projects required as funding will be an issue and timing another.

CIMB research today reports that
The RM200bn funding allocation for green projects is clearly encouraging given
the massive investments under the NETR. Just to give a sense, total investments
worth RM210bn-RM240bn are required between 2023-2029 and RM460bn-
RM480bn between 2030-2039 to meet the countries NETR objectives, according
to the government’s projections. As such, the funding allocation should somewhat
ease concerns over financing availability for such ambitious investment plans.
The continued focus on CGPP and TPA model are, in our view, encouraging signs
that indicate that the government is working towards coming to a landing on the
mechanism for electricity exports.

Foreign investors have returned to Bursa Malaysia after
purchasing RM10.2m worth of domestic equities last
week, marking their comeback after two consecutive
weeks of net selling. It was a mixed trading week, with
foreign inflows observed only on Tuesday and Thursday.
• Most of the inflows occurred on Thursday (RM118.0m), a
day before the Budget 2024 announcement. On this day,
the utilities sector experienced the highest inflow at
RM70.0m, with foreigners showing interest in stocks such
as Tenaga Nasional (RM24.6m), YTL Power (RM21.5m)
and YTL Corporation (RM17.1m). Year-to-date, foreign
investors have net sold -RM3.12b on Bursa Malaysia.
• The top three sectors with net foreign inflows were
Utilities (RM221.5m), Technology (RM62.0m) and
Industrial Products & Services (RM43.9m), while the
top three sectors with net foreign outflows were
Consumer Products & Services (-RM130.4m), Healthcare
(-RM103.0m) and Financial Services (-RM60.0m).
• Local institutions have continued to purchase domestic
equities for the second consecutive week, with a net
buying amount of RM136.9m. This rate is significantly
lower compared to the previous week’s RM1.05b. Yearto-date, local institutions have net bought RM3.77b of
equities.
• Local retailers shifted to becoming net sellers of
domestic equities, with a total of RM147.1m in net
sales, marking a reversal from two consecutive weeks
of net buying. Year-to-date, retailers have recorded net
sales amounting to -RM655.3m.
• In terms of participation, there was a decrease in
average daily trading volume (ADTV) across the board – retail investors by -1.6%, local institutions by
-13.0% and foreign investors by -4.6%.

This electricity tariff is the price offered by incumbent MSSL for the non-contestable customers or retail customers who have not switched to a genco retailer. It is the default tariff, and also the reference price for vesting contracts allocated to gencos.

It has been trending along the top of the downtrend channel after staging a strong rebound from EMA50. If it can break out of the trendline and stay above 2.03 in the next few days, it should resume its uptrend movement.
